Ground glass like surface on film base?

Hello everyone,
I had so much help on issues that I have had in the past, hopefully someone out there knows what might have happened.
I developped 2 rolls of 120 HP5 in a Nikor SS two roll tank. I developped with HC110 Dil B mixed fresh from concentrate. I used a stop bath and a two fixing baths at 3 min each (I tested both fix bath the previous roll and both cleared the film in under a minute). I rinsed with 5,5,10,20,30 inversions with plenty of time sitting in the 10, 20, 30 inversion cycles while I was cleaning up. Finally I rinsed with photoflo and hung up the negatives. There are a couple of areas on the film base (it does not look like it is on the emulsion side) that look like they have the texture of ground glass when looking obliquely at them. They look milky, almost like they did not clear when looking straight through. The issue is it is not consistent and the base side does not look smooth, like it is not fully dry yet even though it is. Initially I thought maybe I had gotten grease from my fingers on it while loading but one area is more like a thin line going from top to bottom. It look like it was caused by a liquid.
I have looked at the effects of reticulation, bromide drag, and mottling but they do not seem to look like what I have. I do not have pictures now. I will try to get an image of it tonight.
Just wondering if anyone has seen this sort of thing I could try and make sure it does not happen again.

Re-fix a suspect area in fresh fixer just to be sure that it is not incomplete fixation.

If the artifact is still present, examine it under strong magnification. It may be damage or reticulation. It is very unlikely that it is a manufacturing defect, but if you have ruled out everything else, get in touch with Ilford and send a sample back for them to evaluate.

Pictures will help.

Thanks for your responses. One thing I forgot to mention but I think might have caused it is I used my fingers to wipe off excess water. I wet them in the tank with the water and photoflo first. While I have used my fingers to wipe off excess water before I have never had this effect prior to this roll. The other roll I developped I did the same thing and I do not see the same surface effect. I am posting some photos of it. Hopefully it shows up.
It sort of looks like they are micro scratches which would be from my finger but there are also very rounded sphapes in the pattern which my finger could not have caused?
Anyways I appreciate any help or thoughts that are offered.

I should also note I tried to rewash the film and the patterns came back in the exact same position as before they were rewashed.

Thanks for offering that Ian. It is certainly possible. Usually I pull out the film from the freezer and give it a day before I load it but there are exceptions to that and this may have been one of them. I will be more careful pulling film out in the future just in case.

My Ilford films come out like that also and I use d-76 and Rodinal. I also get the same lines that you have on your negatives that nobody seems to be able to explain. It only happens to me with Ilford films. They still scan and print fine though.
