Green or yellow tinges??

I use tetenal colour ra4 chems (2.5ltr), I was only mixing up small amounts as I didn't want to use the whole kit all in one go, I was mixing 300ml water to 30ml concentrate, not really sure if that is the correct ratio?

I also use fuji ra4 crystal archive paper.

I have tried testing a piece of paper, without exposing it and it came out green.

I've also stored the ra4 paper (brand new) as stated on the packaging.

Just wondering if you guys could tell me if I'm mixing the chemistry correctly or not.

If I'm reading it correctly, the chemicals need to be mixed up 1:4 with water - see page 19. If my maths is correct, I think you need 60ml concentrate to 300ml water. Maybe the cast is due to weak dev or blix?
