Not really; I expect this was a rebranded lens obtained from another dedicated lens manufacturer, as was common in the day. I couldn't say which one that would be. As to a valuation, I see such barrel lenses (no shutter) of relatively short/moderate focal lengths (210mm) on offer for around $100 or thereabouts. They have limited usability on a large format camera due to the lack of a shutter, so someone either has to use a camera that has some kind of shutter to go with it (Sinar DB, a few of the 4x5" 'press' cameras), or use it for low-light and/or low-sensitivity applications like collodion wet plate. But for the latter, older and faster lenses are typically preferred.
