Here it is July, 7 months after this thread started and I thought I'd add something for any possible future readers.
I've been doing exactly the same kind of measuring and mixing gelatin this summer and there is not the least amount of static trouble I had last winter. So, at least here where I live, the problem is seasonal and probably related to the dry air from our furnace in the winter months. Also, as suggested in this thread, a drop of IPA is very helpful getting very tiny bubbles when the gelatin is settling.
