I did do 1 all under safelight and it looks flogged but I think thats more that the bleach was to short, but as it was the last one I've done I cannot confirm.
The original manufacturer, Slavich, is honest, transparent and clear about his product:
1. The paper (offered via KS) is intended for use in a Minutka automated photo booth for passport-size snaps
2. The paper trades as "Minutka black&white reversal photographic paper"
3. Slavich sells both paper and chemicals, ready to use, and in a booth in Berlin it works very well

The Galaxy guys did two things: They introduced the stuff to an hitherto ignorant audience and had the paper cut to (from Slavich's point of view) non-standard sizes.
Wish all users lots of fun and hope you can come up with some experience.

John, may be you did not read carefully: SLAVICH is clear about their product.
Galaxy however, was and is not entirely clear in their communication. In KS they even suggested some sort of "new paper", then suddendly it was already cut in Russia - that rang a bell.
The reference to "Kodak direct positive" as reversal paper I can't comment. Would be strange though: I have a pile of Kodak projection positive cat 182 7864 - and that goes exactly like Harman's (or Imago/Kraus' I'd guess), though a bit old and a bit more quirky: Expose - develop (weak developer) - stop - fix - dry & wonder.
Since such direct positive papers have TOTALLY different characteristics than Minutka reversal film on a paper base, using the same name appears misleading (to make a complicated to use product more attractive, perhaps?) - odd though, since the reversal paper should be much easier to use in camera and yield far superior results (less quirky at least).

You missed out the very important re-exposure step needed in all INDIRECT reversal processing. This should be with something like a 100w Tungsten bulb usually a minute or two a couple of feet from the bulb. Don't use sunlight as the UV can cause problems of gross over exposure.
Note that Direct reversal materials produce a Positive with the first development stage, ie Cibachrome/Ilfochrome R3 reversal papers, Harman Direct Positive.
