fUJI Hunt 5 liter kit, why no starters?

Does anyone know why no starters are used with the Fuji Hunt 5 liter kits?
As far as I can tell the five liter chemistry is the same as what can be bought in larger quantities for commercial labs.

Starters make only sense when chemicals are used intended for replenishing. Only for new set-up of baths a starting bath and thus starter is needed.

5L kits though are not intended for replenishing. You onkly have starting baths so to say.

It is a 5L kit, of course it is not what commercial labs use. What they mean is the formula is the same used in commercial labs. Other words, the working solutions are starting baths, and you can't replenish it

As in replenished processes the majority of concentrates needed are replenishers to regularly top up the baths, replenisher concentrates are the bulk of such kits. Only in case a process is started from zero (for some baths) a starting bath is needes. To make such the replenisher concentrate is added by a starter concentrate,

I know what they mean. What I mean is that it is apparently NOT the same chemistry as used in commercial labs. Specifically the 5 liter target pH will be lower than the lab-targeted replenisher and the halide content will be higher. In other words: the 5 liter kit has starter incorporated into it... This is easy to verify by looking at the target pH of the mixed solution of the 5 liter kit vs. larger lab-packaging.

Maybe you are no talking about the same 5L kit? If we are talking about FujiHunt Xpress C-41 5L kit, what is the targeted pH? I can't find any mention of it in the enclosed instructions (or is it just me?).

Anything used by the commercial labs/minilabs will be called replenisher. This is designed to replenish a "seasoned" tank.
If, for example, a new tank of developer needs to be mixed then you mix the required amount of developer replenisher with the required amount of developer started to make the full tank volume.
