FSA toning....any expereince

I was just thinking about this the other day and just re-read what Tim Rudman said in his toning book. It sounds like a great (if not archival) toning method that is much safer than other options. Anyone out there have experience with it?

What is it? What does FSA stand for? Not all of us have the book.
 
In photography "FSA" is important in terms of Photo History as the "Farm Security Administration" and the documentary work carried out by Lange & others photographing the share croppers and other farmers during the Great Depression & dustbowl.

I already knew about that FSA, but not about the toner. I really need to get the Rudman toning book.
