Better ship it UPS, its a federal crime to ship chemicals through the mail. If the box were to come open, or the postal service would decide to open it for inspection, they'll come looking for you.

When i order from the formulary. they ship everything with USPS. I doubt they are engaged in large scale criminal activity.
There is nothing wrong with shipping liquids (and after all any liquid is a chemical at the end of the day) as long as they are no prohibited.
As far as i can tell there is nothing prohibited with PMK, or any other photographic solution. So says my postmaster, but since she gets so many other postal related issues wrong i do not trust her. just what the law actually says.
