A couple of updates. It turns out the shutter speed ring is just fine. The little black plastic trim piece that goes between the speed ring and the lens barrel was too tight. I popped it out and everything is as it should be.
Second, attached are the results of a speed test with my Calumet tester. I hate posting this data since it usually gets misinterpretted. Basically, this is a good copal shutter. There's no such thing as a copal that's accurate at the higher speeds.
