I think everything is still usable as everything is enclosed in sealed aluminium envelop, no air in it.
You can feel powder is not conglomerate (I hope it's the right word).
I made my first Palladium prints when it was still available… and everything was made to stay dry and there was some dissecant included with paper.
But of course it could be a wondeful collector element almost impossible to find complete as that one
