I have a Canonet 28 with a non-working meter I took a chance on at an estate sale. The needle moves ever so slightly, so I don't know if there are contacts that can be cleaned. The shutter fires in the manual aperture modes, and the aperture ring moves smoothly. The lens looks good to me, and the focus turns smoothly. I don't have it in front of me, but I think the film door seals are gummy.
