Frame Finder divisions

Below you see two underwater casings designed by Hans Hass. The left one has a classic, crossed frame finder. The other however got 6 bars/16 frames.

Why would one make such? It might make sense if using a sports finder for architecture. But for underwater, going after sharks?

As Hass was a tinkerer, I assume he had some idea in mind.

So Hass had it just overdone.
 
He likes to use thirds when composing.
Probably a smaller frame line for a different lens.

A frame finder for different focal length has concentric frames. Well, at his sample one could see a 2nd frame within...

But more likely he just had a grid in mind, maybe for composition. But I assume he overdid it.
Maybe finally one of our diving fellows here has something to say.
