Foma Fomatol P - dilution?

Has anyone used Foma Fomatol P developer? It is a Phenidone-hydroquinone developer, probably similar to Ilford Bromophen (and roughly similar to Dektol). My package is for 2.5 litres of stock solution.

No mention is made anywhere by Foma about how to dilute it to working solution. I assume I should dilute it - does anybody know?

That's what I was thinking; it just didn't seem right.

Sounds like I could probably mix it up in less water to have better keeping properties.
