I have a sb-15 and sb-16, both have a ttl setting but both give an eer reading on my N90s, what am I doing wrong, do I need a particular flash unit for the N90s?

Does the flash work correctly on your other Nikon cameras , or is the F90s the only film Nikon you have ?
Have you read the manual for both the flash and the camera ?
Have you used other flashes successfully on the F90s ?
Your O.P is lacking in information .
Flash works in A1, A2, MD on my F3 and FM2n and on my N90S, Its only in the TTL slot that it doesnt work and neither does my sb-16
So the flash won't work in TTL mode with any camera , not just the 90s ?
Was it working TTL on the F3 ?
Check all the contacts are clean , if so , it might be a wire inside the flash that has come astray.
Do other flashes work correctly in TTL mode on your cameras or do you just have this one flash ?
Again , without knowing what your doing , what you've tried what cameras and flash combinations you've tried , it's hard to guess what's going wrong .
Just got the manual for the 90, evidently ttl only works with sb-25-28
