Is it a problem if unfixed silver is left on 35mm film in the area outside the sprocket holes?

I theorize that it's left because that's where the film contacts the stainless reel. So the fixer can't get right in there to dissolve it. A lot of my negatives have a thin line running along them between the sprocket holes and the edge of the film.
 
I usually tip it upside down and then back up 2-3 times each minute.
