Just to keep this honest, need to point out that Ektachrome doesn't have grain...and dye clouds aren't the same thing.

I see camera movement.

Camera was stable, dogs were still, girl was moving. Interesting, I'll post a photo of the dye clouds.The original scan didn't resolve anything that could resemble clouds, grains, or anything but smooth butter!

Interesting, I haven't seen that yet, but have come across folks mentioning the resolution of Velvia 50 being very high.

I also see what appears to be a camera lens that is not in focus. The camera with the lens look like they are due for a CLA. This is not a film issue.

Resolution and sharpness are different (but somewhat related) things.
A really high resolution film can have poor apparent sharpness. A film that appears very sharp can have low resolution.
