fine powdery film on film

ok, i tried a different process that worked before and haven't been able to replicate with the same result. for abstract results, i'm placing fixer on the film and skipping the 5 min. pre-rinse in water and going straight to t-max rs developer, (using jobo processor) stop bath then fixer.
Increased concentration of t-max rs due to introduction of fixer that's on film. i finish with fixing, water rinse 2x's for 30 sec. and check the negative...there's this powdery film on the negative, when touched it rubs off. what's up?! why is there a powdery film and how do i fix the situation?!!
when i finish the rinsing process, there's no image on the negative. hypo checked the fixer and it;s fine.

If I understand this correctly you are applying fixer first (for an effect), and you have no image. You are likely dissolving the all of the image away. That's what fixer does, dissolve undeveloped silver emulsion. If you had an image when using this procedure before, you had very weak or exhausted fixer or very high dilution. The powdery film is probably what's left of your image.

I concur with JBrunner, fixing first dissolves all (key word--UNDEVELOPED) silver. Describe the process and the expected result that would make a person want to fix first, for any reason. Can you post an example of the intended result? Maybe someone can come up with a way to help you achieve it without loss of image.

I think the OP puts fixer salts on the film before development. The one thing he changed is responsible for the unwhished for results: different developer concentration. The precipitate on the film could be an insoluble reaction product out of dev and fixer. The reaction product obviously din't work any longer as a developer.
I can't imagine what effect you're after, trudee. Couldnyou post a picture? Perhaps it can be reached by another way.
