Filter problem

I have a Voigtlander 35mm f1.7 Ultron lens that calls for a 39mm filter. I have a 39mm filter but it appears too small. Any suggestions????

I found the problem, there is an inside lip on this particular filter that is keeping the filter threads from connecting. I have another 39mm filter that works fine.
