FILM REBATE EXPOSURE DEVICE

How do companies like kodak, ilford, fuji etc expose the frame numbers and film type on the roll film rebate? Hypothetically if I were to make my own film is there a machine I could acquire to expose my own information on the film rebate? if so where would I obtain such a machine?

It is a roller exposing device, typically coupled to a perforator. In the past the exposure was done via film masks. The modern version works with a digital matrix.
These devices had been built by the film manufacturers themselves or by the very few engineering firms once busy with such custom machinery.
You cannot get such off the shelf.
