Does anyone know what the issue might be? I have the compensation set to 0.0 and regardless of the weather and film, its always blinking. I just developed a roll of Delta 100 with Perceptol and the images are overexposed for the most part. Any idea? Thank you.

It sound like you have made a custom setting. Check the manual to find out how to do a manual reset.
