expose and re-develop

Just experienced something strange so I may ask to wiser people..

I've been developing BW paper with new mixed developer and probably it was too little exposed. Nothing appeared even few minutes passed, so I decided to move the paper to water tray(instead of stopper), squeezed and tried to expose other negative again with enlarger.

I was expecting maybe I can save the paper or at least I could get some double exposed effect? But strangely nothing appeared when I re-developed it, is it normal? I don't know all the chemistry in details but probably emulsion has changed on first developing stage?
 
You probably put the film in the fixer instead of the developer. After development, the unexposed silver is still sensitive to light, so re-exposure would produce an image unless the paper had been fixed. Fixer removes all the silver that hasn't been converted to image.
