So I pick up a 5 pack of expired Provia 400F on the cheap. It expired in 08/2006 and as cold stored.
I've only dealt with expired negative film. Would it work the same where you lose speed in the film. Shoot it at 200 instead of 400 like I do with those films. or would it be best to shoot it at the original speed?

2006 is not that too far back in the past and if it really has been in cold storage it should be OK with perhaps a yellowish cast manifesting. I have exposed long-expired Velvia 50 which gives a greenish-yellow cast if stored less than optimally. In your case you could start a bracketing sequence with box speed, then working down in 0.3 stop increments to 200, keeping notes as you go along— experimenting this way is the only sure method of establishing how well a film has fared over the years. A neutral-illumination lightbox (not a homemade one with an incandescent lamp) should be used for viewing
