Developer exhaustion part two

I exposed a full roll of HP5 of a test set up and used small clips to test a new decanted 2 oz bottle of the Clayton developer. I also tested a decanted 2 oz bottle rodinol, both at the recommended dilutions. The results showed both developers had normal activity. Base fog density of the F-76 developer was .03 and of Rodinal .05. Both of which I would consider normal. Some how I must have contaminated the first roll in question, perhaps a accidental splash of fix in the diluting water, causing a profound lose of developer activity. I use a plastic shoe box for tempering the water and use it to mix the dilutions, bring the fix bottle to temp and finally wash the film by Ilfords exchange method thereby only using 2 gallons of water for the entire process.
