excessive base fog with mytol

I just mixed up my first batch of instant mytol using TEA, and I ran at test roll of Fuji 400 and have excessive base fog.

Development was for 7min at 24C.

I was wondering if anyone any suggestions of where I may have gone wrong.

How old was the film?

Did you use the "organic" stock solution (mixed up in TEA plus propylene glycol, then diluted 1+19 before use with a 60 g/L sodium sulfite solution) or did you mix it directly into water?

I mixed it directly into water, and used it 1+1 at 7min at 24C.

The clip test I did before I ran the test roll turned black in about 45 sec.,this was straight mytol, so the developer seems very active.

Film is very fresh, same batch that I have been using in D76 without fog problems.

Strange. I've done some Neopan 400 (120 format) without excessive fog. Is this the first film you've done in Instant Mytol?

Yes, this is my first time to mix my own developer.

I am going to mix a new batch and see if I got first batch wrong.
