I have successfully duped photos from prints in an analog way, but it takes work and planning. If it was colour, lacking dupe film production any more, yes, scan is a viable approach.
If b&w, and you can successfully shoot it as a macro subject, with lighting to light it uniformly, and avoid reflections (standard technique is crossed polarizers between the elns and the light sources). , and meter on a grey card, or with incident techniques then account for bellows factor to work out exposure with the lens a few stops down from wide open. Expose and then develop longer than normal to expand the tonal range of the negative. Otherwise you will have a very low contrast neg, and printing on higher contrast paper to try to compensate will not give a very nice end result.
