If one cuts off a section of a piece of photographic paper, e.g. 4 inches off the short side of a 12x16" sheet to use the other piece for a test strip etc. are there additional concerns about archival stability introduced by cutting the paper?

Unlikely as the paper has been guillotine cut after coating anyway.

There has been some discussion in the past about trimming off the edges of a print after it has been processed to remove any developer and/or fix which has soaked into the edges. I don't remember what the outcome of that one was though.

That's only with RC papers that have been over fixed/washed.

I have had paper get foggy about a week after cutting - it turned out to be a bright safe light shining on the paper cutter. The paper was fine if used within a day of cutting and the safe light passed the usual tests. I have no idea of the mechanism involved, or if it was indeed the safe light. The safe light has been changed and the problem has gone away, but I haven't confirmed by putting the old safe light back and seeing if the problem re-appears.
