Liquid Orthazite is basically the chemical Benzotriazole (Kodak Anti-fog No. 1) but in a more concentrated solution than you can normally mix up from the basic Benzotriazole powder. However you can get exactly the same functional use by mixing up your own liquid solution of Benzotriazole. I assume you want to add it to your developer to minimize fog?
Liquid Orthazite is a solution of about 3% benzontriazole with sodium sulfite. I'd guess there's some sort of organic solvent in there like alcohol to achieve a 3% solution.
You can mix a 1% solution of benzotriazole in water yourself, which is what I usually use as an additional restrainer if needed.
I just wanted an easy pre-mixed solution to save myself trying to dissolve BZT. I'm using it to slow down the developer and add a subtle blue-black tone.
