Quite a few here have mixed their own ECN-2 developer and reported in threads, though I don't remember if they mentioned capacity. I can't find the threads at the moment and must get some sleep, but you should be able to find them with a search.
The ECN process is intended for machine processing of cine film. The status of the developer is monitored periodically with test strips and adjustments made. Therefore there is no official capacity figures for the number of still film rolls. As mentioned previously when you mix your own it is cheap enough to use it as a one shot. In addition the amateur user really has no way of determining such a figure unless they buy test strips from Kodak and have a color analyzer.
Table 7-2 gives the compensation dose for each solution for 100 ft (30.5 m).
For the color developer, the compensation dose is 900 ml / 30.5 m = 29.5 ml / m film.
For a 1.6 m film (film box), add 47.2 ml replenisher developer.
I work with fresh developer always.
