E6 color developer question

I mix color developer/replenisher in 5 gallon buckets. Every so often I'll check it the day after and there is a ring of white silky, stringy crystals around the inside of the bucket. It dose not happen every time I remix. Any ideas what causes this? Or how to avoid it. Before I mix I clean the inside of the bucket with water and a scrubber. Please help.

Is it cold there?

No, room temp stays around 70. After I noticed it yesterday I scraped it off and stirred it up and this morning it is not there. It has all dissolved. Could it be I am not stirring it enough initially?
