E200 Kodak Professional Ektachrome expired 2007

Sorry if this seems like a really dumb question...

I am getting ready to develop this film at home under c-41 process. The package specifically states: "Kodak Professional, Ektachrome transparency film, E200, Push to 800."

Is the packaging telling me that this film is capable of being pushed to 800 or is it absolutely telling me to push the film to 800?

I am using Unicolor powder c-41 processing 2 liter kit.

I have already developed ten rolls of film with this kit; 8 35mm 2 at a time in stainless nikor tank, and 2 rolls of 120 (1 of which was a half roll).

What are your thoughts?

My thoughts are:

• This film is quite old, so it may be foggy and lack speed and contrast, depending on how it was stored
• This film was quite sensitive when new, so the above may apply even more
• This film is a color transparency film, not color negative. If you develop this film in C-41, you will end up with cross processed results, so the above may not matter much, but ISO 800 is even less likely regardless of processing

It means the film could be pushed to 800 ISO, not that is has to be. I shot plenty of it at 200 ISO (process E-6).
