to me, this looks lke the typical spot one gets from presoaking film prior to development. This is why I gave up on the presoak and develop directly.This spot appears in the sky on one of my shots. Could it be dust or a spot on the filter (it's a wide-angle lens, probably stopped down to f11. It seems too regular to me for dust. Or is it a processing issue? The spot is maybe a bit less than 1/8" across on a 6x6 negative.

I pre-soak all my film (sheets developed by hand in trays) to keep them from sticking together. Never an artifact from pre-soaking.

Unless we have it on airbubbles, but this already forms an issue with actual developing.
Or is your idea that with presoaking one may be negligent, thinking "It is just water anyway"?
