Probably bad lab practices; unclean or overused final rinse. Of course an air filtration problem in dryer can add to the problem.
Final rinse is cheap, and at a lab scale, water filtration systems are cheap, but some labs still want to save even more. Optimally, final rinse is changed even more often than suggested by the manufacturers, and made to very well filtrated water; then, film is dried with a dryer equipped with good HEPA filters that are changed frequently.
Cold weather sounds like a bad excuse.
