Domke F-2 Question

I got a Domke F-2 bag recently and the padded insert that comes with it looks like it was unfinished at the factory. See the photo below of the bottom of the insert. The bottom of the padded insert is connected to the rest of the insert only at the four corners. Is this normal, or did this insert miss a final step in its assembly at the factory?

I have had a Domke F2 for many years, Domke seem to have a philosophy of using the minimum padding in their camera bags. I have found that in practice this hasn't ever proved to have any detrimental effect on the equipment I have ever carried in it
