Doesn't working Ilford Cooltone paper developer

I'm not proffessional. I use darkroom occasionally, but I know whole basic developing process.
I can't find solution to my problem.
I get second bottle of brand new Ilford Cooltone paper developer (photo: http://www.freestylephoto.biz/static/images/product/1140288.jpg) and still have the same issue which I had with first bottle... I did everything according with informations included inside package.
I made working solution by 100ml of developer + 900ml of water(20oC), I develop 4 pieces of paper(3x Tetenal FB and 1x Ilford RC multigrade).

properties of test prints:
1. FB Tetenal paper, "5" contrast filter with tracing paper(I use it to lengthen the exposure time), target print 25x30cm, Meopta Anaret 4,5/80, f/8 and 90 seconds
2. RC Multigrade Ilford, same as first but 120 seconds
3. FB Tetenal, without contrast filter and tracing paper, 90 seconds f/5,6
4. same as point 3. but 60 seconds

I was thinking, my first bottle was just bad product from factory, but problem is still the same with next bottle. What's the problem?

Dear Tarnui,

ILFORD Cooltone Developer was withdrawn years ago so sadly the problem is that the developer has probably gone off.

I suggest you take it back to where you bought it from and get your money back.

If your seller used the above description then in U.K. law I'd say he was breaking the law. At best he is not acting with integrity. No way can a developer as old as CT be fairly described as brand new or even as new.

If you are new to the darkroom "game" and want to buy paper from e-bay, beware also of "brand new" paper when the seller should use the word "unopened".

I'm still using a tetenal developer and there are no problems. I'll go to supplier and bring it back.
