Does the Nikon F3 meter work without a lens?

One thing to check is that the AI lever round the mount isn't stuck in the fully stopped down position. When you look at the camera from the front the little tab should be top right on the mount. If it's stuck at the top or over to the left that could be the problem. It should move freely and spring back to the top right position.
