Does Sino Promise Holdings make the Kodak C41 Chemicals?

As the title states: Does Sino Promise Holdings now make the Kodak Branded C41 Chemicals? I've recently moved to a rental and currently don't have a darkroom (skylights in each room prohibit even a small set up in a spare room or bath).

But, looking ahead: I'd like to get into shooting color film. But given the recent problems with B&W chemicals like XTOL and D76 (for crying out loud, it can be mixed in my bathroom) coming from Sino Promise Holdings, what are the quality C41 chemical options moving forward?

Sino Promise appears to have been at least related to the Chinese entity that has been making a large portion of the Kodak Alaris colour chemicals for several years. They now identify as actually being the manufacturer.
Prior to the recent sale of business of the photo-chemical and colour paper business, they were also the largest distributor in the world of the Kodak Alaris film related products.
The recent change of ownership of that Kodak related business appears to be as much a consolidation as anything else.
As far as I can tell, the Kodak Alaris employees that operated that business are now Sino Promise employees. Many of those former Kodak Alaris employees were of course formerly employed by Eastman Kodak or one of its international subsidiaries.
