The Adofix powder to make 5L is about 1/3 the price of the 5L Adofix liquid, before shipping costs.
Evidently they know how to save $ by making their own.
Actually your comparison is not quite right: The Adofix P powder gives you 5L solution at working strength, the 5L Adofix Liquid is to be dilluted 1:4 to 1:9 and will give you 20-45L working solution. Besides, the two fixers do have a different composition, i.e. the powder is NOT the powder make Adofix Liquid.

In Germany ammoniumthiosulfat as powder is available (to the general public) by mail order with Reiss Laborbedarf or Suvatlar Fotochemie. I do not know the situation in other countries.

If you compare Suvatlar's Ammonium Thiosulfate 60% solution with Reiss's Ammonium Thiosulfate powder, a sizable price difference becomes apparent: 2.5 kg Ammonium are listed at € 55,80 on Reiss's page (excluding VAT). 5l Ammonium Thiosulfate 60% solution weigh 6.65 kg and contain roughly 4 kg pure Ammonium Thiosulfate - sold at € 39,70. That puts Ammonium Thiosulfate powder at twice the cost per mol of Thiosulfate.
Suvatlar also lists ammoniumthiosulfat solid (line 151) 1kg 16,40 €
I have not compared any prices, I just indicated possible sources. In my experience, prices for small quantities of chemicals vary a lot - it is definitely worth comparing prices.
