I want to crumble my photo paper pre-exposure to distort the image. If the paper is dry, it becomes cracked and rough. Can I wet the paper to soften it, crunch it, expose it, and then develop it, flattening it, and dry?

Yes.

But an enlarged image won't get distorted that way. It'll get out of focus in parts.

What you can do is make a normal exposure, then crumple and bend it and then photograph it. That will give you a negative of the distorted print. You just need to make sure it's all in focus when you take the photo.

You can also produce distortions by photographing or enlarging through irregular glass that wasn't intended for optics, for example, beer bottles or drinking glasses.
