During spring cleaning of my darkroom I came across a few bottles of largely unused chemicals, i.e. a 16 oz. bottle of HC-110 I opened a year or two ago. What is the best way to dispose of moderate amounts of unused chemical concentrates?

The HC-110 is likely still good, hence the best way to dispose of it would be to soak some (test) film in it.

Good as a print developer also. Play with the dilution,
and to energise, add varying amounts of carbonate. Dan
