I have 15 liters of unused Agfa BL-70 ( is same as C-41 bleach) which I have no use for. Does anyone know how I can dilute this to become RA-4 bleach ?

If you use it at it's C41 dilution it should work fine. You can dilute it a little more if you want to conserve or instead use it more before you dump it. You'll probably have to use a separate fix as well, so it will be more complicated than using the Kodak blix and take longer.

RA-4 has no bleach. It has bleach-fix.

Probably it works, but you need a separate fixer. If you have to buy it, you could buy the blix, instead.
