Well, it looks like your shutter is already cocked. Try moving the large, long lever at the bottom, the one between the lever for tensioning the sutter an the release lever. For further testing I'd reattach the cocking lever. You need to fire the shutter a few times when fixing it. In your upper picture, the part in the top left of the shutter is the slow speed assembly. Normally, over time, those small wheels gum up an won't turn. You need to flush them with lighter fluid. Gently, you don't want the gum on the aperture blades an the rest of the shutter. Once you have a bit of lighter fluid in the area, tension and relese the shutter a few times, you may need to jiggle the levers a little bit, especially the long one at the bottom and the top one which has a "head of teeth", the one with the spring. Once everything is done, apply a very small dot of oil on the middle of the left toothed wheel and the screw in the middle of the lever to its left. That has helped me with mine.
