Not sure what the fixing time has to do with developing but look at Kodak's specs for D76 and P3200 then check it against the Massive Development Chart. The development time depends on what EI you used i.e. whether you used the box speed or a lower speed.
7 mins fixing time will not be too much but the correct fixing time is based on the clearing time and then multiplying that by 3 for safety.
I would not develop it in D-76. Get some Tmax Developer, Ilford DDX, or Xtol. D-76 just doesn't give good tonality or grain with Tmax 3200. I tried one roll several yrs ago and went immediately back to Tmax Developer.
Little more information. I regards to D 76.. I should of mentioned that the person that shot the film was my friends 12 year old son. So I think they would be happy just to see what they got. I went to kodak spec sheet and said 15 min small tank @ 68 degrees. Thanks for the imput.
If the film is milky after five minutes in fix do the rest of fix in daylight and fix at least for the same amount of time again after milky appearance dissapears. Id have the fix at 68F as well.
The tabular grain films take aeons to fix properly and need resonable fresh fix.
