Developing C41/E6 Film using Ektacolor RA paper developer - possible?

I live in Tokyo which is perhaps the last bastion of film in the world, tons of people here still use film. However, chemicals for developing C41 and E6 are difficult to come by.

I have a source for C41 development chemicals but it's kind of expensive, not much in the way of savings.

E6 though, I cannot find any chemicals anywhere in Japan. Ordering from overseas is out as nobody will ship hazardous chemicals, too expensive anyway.

Most of the big photo stores here carry paper developer though. I've read of people developing ECN film in Ektacolor RA chemicals, does anyone know if E6 could be done this way too? Any results to post?

E-6 is a reversal material. It requires 2 developers. First developer develops a b/w negative image, it is stopped, then it is chemically reversed and goes thru a color developer to release the dye components.
