Well, opinions vary on this, but personally, I get even development using the agitator stick, on both 35mm and 120 film. But you may find that others opine differently - sometimes vehemently so.
I've used the swizzle stick for all the C-41 I've done in my Paterson tanks -- I twist over as wide a range as my finger and thumb can manage, and treat one twist-and-return cycle as equivalent to an inversion, and it's seemed to work fine. I did it that way (instead of inversion) trying to minimize oxidation for developer in replenishment (though I'm not sure it made a significant difference). I've also had a number of tanks over the past half century that couldn't be inverted (Yankee, FR etc. plastic tanks), so could only use swizzle stick; once again, it works fine if you don't wimp out on how far you turn and how much you agitate.
