De centred lens

In six decades of photography, including the use of many "antique" lenses, have never experienced a single lense that was 'decentered". Rectifying seems possible but could be a technical challenge. Perhaps additional details might yield better answers to the question of rectifiability.
 
On the used market, maybe reversed elements are more common.

In terms of large format lenses; re-cementing these elements could be a 'centering nightmare.'

 
I know of a relatively recently designed ultrawide lens that has a reputation for occasional decentering. It seems to be more common in exotic, difficult to manufacture lens designs from third parties, especially less expensive ones.
