I only know of Bob in Toronto. I've never had a film negative made from him from a digital file, but if I ever needed to, he is probably who I'd go to.
Many's the time I wished for the same thing. I went w/making darkroom prints for the clean negs, and online or inkjet printing the problem negs. It taught me a lesson about first trying to get it right in the camera and taking better care of the negs.
I wonder what the quality drop off would be, assuming there is one, for doing what the op wants?
I used Cox Photo Lab about 3 years ago to make some 4x5 negs from digital files (I ganged them up as I was using them in the enlarger). An 8x10 neg runs about $125, I think. Turn-around time depends on how much demand there is for the LVT machine, I guess it takes some prep and they might be reluctant to fire it up just for a single neg. https://www.coxblackandwhitelab.com/?page_id=211
