A clean pic of the neg would tell you for sure, but it's surely emulsion damage, unless your film was scratched or dropped during loading.
This is why I stopped developing more than 1 roll at a time. If something goes wrong, 2 rolls of film are lost, not 1 (almost always), and if 1 is OK and another isn't, and this happens occasionally when we use a different camera for that other roll, it's difficult to diagnose the issue. You end up shooting yet another roll of film just to see what happens.
