Having a senior moment, don't do that much color development, so am confused, mixed all the chemicals up last spring, and sealed the developer in 600mm mason jars. Do you dilute this or use it direct?
Background:
Got my kit out, and one of the bottles on it is marked with this note Dev 14.78 to 16oz of water.

What exactly did you mix? Which Kodak CAT numbers were used?

Did you produce a replenisher, or a tank solution? Replenisher needs to be diluted with seasoned developer, tank solution is used undiluted.

Your note regarding dilution implies you produced a replenisher.

Replenisher generally should use starter as well, not just water.

The two items listed in post #4, mixed properly, produce approx 7 liters of tank solution, which is used undiluted.

See Kodak CIS-292, page 3. Starter is added at the rate of 30ml per 1 liter of tank solution.

That's what we thought, but the bottle with the note Dev 14.78 to 16oz of water, confused me... must have placed it with the kit from something else in the past.
