So I have about 1 gal. of mixed D76 that's dated July 4
Would this still be active or should I toss it and start with a fresh batch? I should add that the jug is about 4/5 full.

Almost certainly still good (unless heavily discolored) - can you test with a less important film first?
 
"All my film is important". Kidding of course David. Only have one to develop and it's kind of important.My first try ay infrared.
Is there any way to "test" the developer? Maybe a visual inspection is the only method.

Easiest test would be to shoot a few frames of any other film and develop this for the recommended time - if they're OK, this proves the developer is doing what it's supposed to. But in any case the dev is virtually certain to be OK.

A couple of weeks ago I processed in some D-76 that had been mixed before May. YMMV, but my film was fine. I tested it by processing a 35 mm leader.
The ability to turn a leader black, isn't quite the same as testing for a full range of tones, but was good enough for my purposes.

Just developed a roll of Tri-x I found hidden behind the green peppers.Worked great.
