I just use a large self healing cutting mat, a straightedge, and an exacto to cut 20 x 24 down to 10 x 24. Unless you're doing a lot of them, this is the economical way to go.

Markus:

That's the model I use, and I've been quite happy with it.

The only complaint I have is that the table is 12x24 inches, so that you can't use the sliding stop way out at the 12 inch end. I usually tape a piece of cardboard out there as a stop.

Eddie may have a use for 10x24 paper, but the one time I cut 20x24 down to 10x24 instead of 12x20, I felt pretty stupid.

I recently bought a used 18" Rotatrim "Monorail" cutter, which I believe is now known as a Mastercut "MC". On the Rotatrim website, there is an indication that that cutter is about 1/2 the cost of the one linked to (in the UK), but unfortunately it's maximum cut length is just over 19".

I've only just started using my new (to me) cutter, but so far it works really well.

I see that Rotatrim's site lists a new 20" trimmer in the same "Professional" line as the one linked to at B & H.

Here is the link to Rotatrim's site: http://www.rotatrim.com/index2.php
